  21. SUBJECT: DoD Policy on Defense Data Network (DDN) Protocols
  22.

  24.         Under secretary of Defense (Research and Engineering) Memorandum
  25. "Defense Data Network (DDN) Implementation", dated 10 March 1983 
  26. prohibited the use of X.25 connections to the DDN until the DDN X.25
  27. specifications had been approved by the DoD Protocol Standards Steering
  28. Group (PSSG).  The DDN X.25 specification has been approved by the PSSG
  29. and it is hereby authorized for use on the DDN.

  31.         The requirement to use the DoD Standard Host-to-Host Transmission
  32. Control and Internet Protocols (TCP/IP) promulgated by USDRE Memorandum,
  33. "DoD Policy on Standardization of Host-to-Host Protocols for Data
  34. Communications Networks," 23 March 1982, remains in effect.

  36.         With the approval of the DDN X.25 specification in the Defense
  37. Communications Agency (P&SI) Memorandum, "DDN X.25 Specification",
  38. 4 January 1984, the DoD has taken another step toward standardized
  39. data communication protocols, along with industry and the international
  40. community.  Since the use and availability of the X.25 protocol is
  41. widespread, every effort should be made to bring DoD in line with all the
  42. data communications users in this area.  The DDN X.25 will be used as the
  43. access protocol; TCP and IP will continue to be used as the internet
  44. and transport layers.  The 1822 protocol will continue to be supported by
  45. the DDN until phased out via evolution.
  46.  
  47.         All new systems and systems undergoing major redesign are 
  48. required to use levels 2 and 3 of the DDN standard X.25 protocol for
  49. interfacing to the DDN.  Case-by-case waivers will be considered by
  50. Assistant Secretary of Defense (C3I).  The on-going I-S/A AMPE and
  51. BLACKER programs are specifically requested to take steps to implement
  52. the DDN Standard X.25 specification as early as possible.
